Handling an emergency

Emergencies appear in every radio's Alarm List, where a holder of an EmergencyClearRoles role can Acknowledge or Clear them.

An emergency overrides channel admit rules (Config.EmergencyOverridesAdmit) and goes out on the channel even during a private call.
